Jesse has nearly 20 years of litigation experience. He has argued all federal circuit courts of appeals and has handled district court litigation across the United States.
Jesse represents companies and individuals seeking relief from immigration-related decisions and delays in federal court. From September 2019 until January 2022, Jesse served as the Director of Federal Litigation at the American Immigration Lawyers Association (AILA). From 2017 until 2019, Jesse managed the litigation practice group at Jeff Goldman Immigration in Boston, Massachusetts. Jesse began his legal career as a member of the 2004 United States Attorney General’s Honors Program. During his thirteen-year career at the United States Department of Justice, Jesse worked for the Executive Office for Immigration Review, the United States Attorney’s Office for the District of Columbia, and the Office of Immigration Litigation. Jesse is admitted to practice law in Massachusetts.

- Purdue Univ. v. Scalia, Slip Copy, 2020 WL 7340156 (D.D.C. 2020) (obtained permanent injunction against interim final rule that updated the computation of prevailing wage levels set for certain foreign labor certification programs)
- Doe #1 v. Trump, 418 F. Supp. 3d 573 (D. Or. 2019), aff’d 957 F.3d 1050 (9th Cir. 2020) (obtained class-wide preliminary injunction against Presidential Proclamation to suspend the entry of immigrants who did not possess certain forms of health insurance)
- ILRC v. Wolf, 491 F. Supp. 3d 520 (N.D. Cal. 2020) (injunction granted to enjoin a final rule seeking to dramatically increase the fees for immigration benefits)
